Who will fund the prescribing of NDT after 1 April 2013?

“Thank you for your email to the NHS Commissioning Board dated 28 December, regarding your request to have your thyroid hormone replacement treatment reinstated when the responsibility for your prescription is transferred away from the Primary Care Trust (PCT) on 1 April 2013.

The organisation you have contacted, the NHS Commissioning Board, is an independent body, at arm’s length to the Government. Our full legal powers come into force on 1 April 2013, when the responsibilities of PCTs and Strategic Health Authorities (SHAs) transfer into the new system. Until that time, our work is focussed on preparing the organisation to take on these new responsibilities, and the authorisation of clinical commissioning groups (CCGs) which are the drivers of the new, clinically led commissioning system introduced by the Health and Social Care Act.

On 1 April 2013, the responsibility for the prescribing budget will transfer from your local PCT to the local Clinical Commissioning Group (CCG) and it will be the CCG who set the drug formulary for the local NHS. The CCGs will have a responsibility to secure best value from the resources available to them and therefore will take decisions on drug treatments based on evidence of clinical and cost effectiveness. Until this time, the responsibility will continue to be held with the PCT.

Currently, CCGs are preparing to established as separate organisations. The ‘authorisation process’ for this is on-going and once they have been through this process each CCG will be established as an NHS body, although they will not take on their full accountabilities until 1 April 2013. To assist the authorisation process, CCGs have been divided into four groups, called ‘waves’. Meetings will be held to authorise CCGs one wave at a time and we will publish contact details for CCGs as soon as possible after they have been authorised. The planned dates for future authorisation meetings, to give you an indication of when contact details will be available, are as follows:

* Wave Two: 18 January 2013
* Wave Three: 15 February 2013
* Wave Four: 6 March 2013
